An age range is not an exact date of birth. Likewise, a “last update” date does not establish when a voter first registered. Treat the list as dated administrative evidence and compare it with the correct county and precinct before drawing a conclusion about a namesake.
Always confidential under Utah law. Utah Code §§20A-2-601 and 20A-2-602 protect exact birth dates, driver license or state ID data, Social Security numbers, signatures, email addresses, and phone numbers. At-Risk voters receive added protection for personally identifying information.
Millcreek Voter Privacy in 2026
Utah Senate Bill 153 changed the voter privacy system in 2026. It replaced former private and withheld labels with an At-Risk classification. Salt Lake County told previously protected voters to submit a new handwritten At-Risk form by May 6, 2026. Under the transition tied to Utah Code §20A-2-607, non-protected information became available on May 26.
The qualifying groups identified by the county include victims or potential victims of domestic or dating violence, law-enforcement officers, people covered by protective orders, members of the armed forces, public figures, and people who live with a qualifying person. At-Risk personally identifying information is withheld from public, party, and candidate access. Aggregate facts that do not identify a person, such as city or county, age range, affiliation, and participation history, may remain available.

Protect Millcreek Voter Registration
Contact Salt Lake County Elections when a Millcreek registration has the wrong address, status, or identity information. The office maintains county registrations and handles At-Risk questions. It is at 2001 State Street, South Building, first floor S1-200, Salt Lake City, and answers 385-468-7400 on weekdays from 8 a.m. to 5 p.m.
An At-Risk request requires a qualifying category and handwritten signature. This election-law protection is separate from the Utah Address Confidentiality Program, which offers eligible victims a substitute address and mail forwarding. Ask the correct program about its own requirements. A generic open-records request does not replace either protection process.
Note: Never try to identify a voter whose personal fields have been withheld under the At-Risk classification.
Obtain Utah Voter File Data
The Lieutenant Governor's voter-data service sells the statewide public database for a one-time $1,050 charge. The file is about 150MB, uses a tab-delimited format, and is delivered by emailed download within one business day. There are no refunds, subscriptions, or free updates. Some spreadsheet programs may not display the whole file because of its size.
The same service offers election-cycle reports. A “Who Has Voted” report costs $35 per election and lists public voter identity, location and district fields, voting method, processed date, and affiliation for even-year primary and general elections. A “Sent Absentee Ballot” report also costs $35 per election. It omits private voters and reports public identity, address, election geography, order and process dates, and affiliation. Recent precinct results have no fee.
- Select the exact product on the official voter-data request page. Decide whether statewide data or a local subset fits the need.
- Provide the requester and payment details required by the dynamic form. Ask only for public fields and state the intended lawful handling.
- Submit the request and watch the supplied email address for delivery. Preserve the snapshot date with any analysis.

Request Millcreek Voter Lists Locally
The Lieutenant Governor supplies only the statewide list. A request limited to Millcreek, a Salt Lake County district, or another local boundary belongs with the appropriate county clerk. A useful request says whether the desired scope is Millcreek, countywide, precinct-based, or tied to a named district. The statewide service and county route solve different problems. Buying the statewide file just to isolate Millcreek can add cost and file-handling work, while a focused county inquiry can define the local district boundaries before data is supplied.

Read Millcreek Voter Status Carefully
Utah publishes monthly National Voter Registration Act reports on confirmation cards and removals by reason. A voter who misses a federal election cycle or does not re-register can become inactive and receive a confirmation notice. Continued inactivity through another federal cycle can permit removal under 52 USC §20507.
Removal categories may include death, a move, a voter request, or inactivity. The posted removal-reason data begins in November 2025, with historical additions planned, and reports are retained for two years. Inactive is an administrative status. It does not prove that a registration is fake, unlawful, or associated with someone who no longer lives in Millcreek.
Check the personal status portal or ask Salt Lake County Elections before interpreting a list entry. The record's county, snapshot date, and last update matter, especially when people share a name.
Millcreek Vote History Has Limits
Official voter records can show that a person took part in a listed election. They never reveal the candidate chosen, the answer to a ballot question, or any other marked selection. Ballot secrecy does not disappear because participation history is public.
This distinction matters when reading both the statewide database and the paid “Who Has Voted” report. Those products track election administration, not political preference. Party affiliation is its own registration field and should not be treated as proof of how a person voted in any race.
A missing participation entry also deserves care. The file may reflect its own snapshot and product scope, while the status tool serves the individual voter. Confirm the exact election and report date before using participation history for family research or civic analysis.
Historical Millcreek Voter Rolls
Current portals are not the only voter-record channel. Salt Lake County Archives retention descriptions include historical absentee-voter material with an election or year, voter name, and address, along with election administration records. The Utah State Archives indexes and county finding aids provide the offline path to poll books and registration registers.
Search history by predecessor precinct, address, and approximate year. Millcreek did not incorporate until 2016, so an older resident may be cataloged under Salt Lake County or a historic local place name rather than the present city. Exact years of local poll and registration coverage were not established in the official research and should be confirmed with the archive before a visit or copy request.
Historic participation still does not expose a ballot choice. It can, however, place a named person at a dated address and within an election precinct, which can help reconcile a family-history trail.
